Holder of PhD in Agricultural Extension Education, Master of Science in Zoology (Entomology), Bachelor of Science in Zoology and Post Graduate Diploma in Computer Science all from Makerere University with numerous professional development trainings.

He is the Assistant Commissioner for Agricultural Extension Coordination at Ministry of Agriculture, Animal Industry and Fisheries of the Republic of Uganda with 27 years of experience in Public Service. In the past served as Adjunct Lecturer at the School of Veterinary Medicine, Makerere University. Currently, Chair Advisory Board for Farm Radio International Uganda, Research Associate with International Food Policy Research Institute, Visiting Scholar at the Institute of Agricultural Sciences (Hans-Ruthenberg Institute), University of Hohenheim, Germany, Board Member Uganda Forum for Agricultural Advisory Services and Member for the National Agricultural Sector Skills Council.

Dr Rwamigisa has been a member of UFAAS since 2011.
